Gainful Employment: A Q&A with Marc Jerome

Marc Jerome, Monroe CollegeWe recently sat down with Marc M. Jerome, an APC Trustee and Monroe College Executive VP, to discuss the U.S. Department of Education’s proposed Gainful Employment rule. Jerome was one of 15 negotiators empaneled late last year to review and comment on the newly proposed regulation. Jerome was one of two people representing the proprietary sector.

Q: Can you summarize what the Gainful Employment regulation is about?

MJ: “Gainful Employment” is a statutory term used to describe certain programs that are eligible for federal Title IV financial aid funds. The term is applied to all certificate programs, regardless of sector, and all certificate and degree programs at proprietary institutions. Although the term goes back at least 50 years, it was never defined. The regulation proposes various metrics that attempt to define the term and measure which programs should remain eligible for federal funds. The concept started making headlines more recently when the Obama Administration, in response to the explosive growth of some proprietary institutions, proposed a regulation to address the concern that students at these institutions were being saddled with too much debt and were not getting an education that justified that debt.

Berkeley College Appoints Gbubemi Okotieuro Vice President for Government Relations, New York

Gbubemi Okotieuro has been appointed as Berkeley College Vice President for Government Relations, NY.

Gbubemi Okotieuro has been appointed as Berkeley College Vice President for Government Relations, NY.

Gbubemi Okotieuro has been appointed to the position of Berkeley College Vice President for Government Relations, New York. In this role, Mr. Okotieuro will execute a proactive government affairs strategy while reaching out to local, regional, state and federal elected officials in New York State to promote the College’s mission to prepare students for career success.

“As a long-time administrator in public sector education and a Brooklynite as well, Mr. Okotieuro will serve as a strong liaison for Berkeley College,” said Dario A. Cortes, PhD, President of Berkeley College. “Mr. Okotieuro will be instrumental in promoting awareness about the mission of Berkeley College. This includes communicating the needs of our students and other issues that impact higher education and the communities we serve in the five boroughs, including our locations in Manhattan, Brooklyn and White Plains,” added Dr. Cortes.

Previously, Mr. Okotieuro served nine years as Associate Dean, Office of Government and External Relations, and three years as Director, Government and Community Relations at Medgar Evers College, City University of New York (CUNY). Highlights of his career at CUNY include the procurement of $300 million from city and state government for multiple college capital investments and program initiatives. In addition, Mr. Okotieuro initiated strategies that led to the completion of a new Science, Health and Technology research lab and classroom facility that cost $260 million, and included matching city and state funds. He has taught graduate courses in public policy at Queens College, CUNY, and undergraduate courses in Public Policy at Medgar Evers College, CUNY.

Berkeley College Appoints Judith Kornberg, Phd, as Associate Provost, Academic Affairs

Judith Kornberg, PhD, has been appointed Berkeley College Associate Provost, Academic Affairs.
In this role, Dr. Kornberg will provide academic and administrative leadership for academic programs and initiatives leading to the retention and graduation of students.

“Dr. Kornberg is an asset to Berkeley College,” said Dario A. Cortes, PhD, President of Berkeley College.  “Since she joined Berkeley in September 2010 as Dean of the School of Professional Studies, she has proven to be an innovative leader in the criminal justice and social services fields.  Now, as Associate Provost, this creativity will be applied across all disciplines.”

Dr. Kornberg also has worked with the U.S. Department of Justice’s Office of Community Oriented Policing Services on community policy and leadership projects.  In 2010 she coordinated and chaired the 47th Annual Conference of the Continuing Education Association of New York.
